Need help installing new belt on my Kenmore dryer.?

I have gotten it apart and I know it goes around the drum and a metal piece attatched to the motor but there is a plastic wheel that is supposed to go neat the motor. It is on a metal piece that goes in rivets in the bottom. However it wont stay it keeps falling over. Plus, I am not sure if the belt goes through it or it presses against the belt because I don't see how I can get the wheel off of the metal piece to get the belt through. The model number is 76982100 although I am fairly sure that they are all alot alike. Thanks for all serious answers. It would be much appreciated.

Is somewhat spring loaded. You have to make it like a S pattern. It goes around the drum and like a S going around the motor pulley. You have to turn it like the Idler Tensioner on a car engine. Is set up that you have to swivel around it.

What was the problem on the 1st place? The belt broke or fell off. If broke replace it, but if fell off you have to find out why it fell. Maybe the tensioner is weak, motor is misaligned, drum is not ridding like it should or the belt stretched.
